Unlock Green Card and Tax Benefits in High-Tech Enterprise!

From March 15th to September 20th, 2024, Shanghai is conducting applications for recognition of high-tech enterprises. This initiative explores opportunities for permanent residency without tax burdens, providing a timely chance to propel the development of both businesses and individuals.

Part 1 Application Process

1. Self-Evaluation by Enterprises

Start by visiting the official Shanghai municipal government website, consulting the criteria for high-tech enterprise recognition.

2. Registration and Declaration

For unregistered businesses since 2008, registration must be completed on the “Ministry of Science and Technology’s Government Services Platform.” Registered businesses can directly apply on the “One-Stop Service” platform. In case of a name change, submit a renaming application on the same platform and wait for data synchronization before re-application.

3. Online Submission of Materials

Fill in the “High-Tech Enterprise Recognition Application Form” online, sign, stamp, and upload it. Submit intellectual property certificates, research project proofs, R&D organization management materials, along with key technical indicators, production approval documents, certification certificates, quality reports, etc.

4. Financial Audit Report

A qualified intermediary institution must provide an audit or verification report on R&D expenses and high-tech product revenues for the past three years, accompanied by an accounting statement explanation. Financial reports: Submit financial accounting reports and corporate income tax annual tax return forms for the past three years.

5. Confidentiality Measures

Enterprises dealing with sensitive information must declassify their application materials to ensure information security.

Part 2 Advantages and Benefits

1. Green Channel for Foreign Employees’ Permanent Residency

The application process for foreign employees does not require high tax payments or high salaries, offering an extremely beneficial policy for talent settlement, making it easier to attract top talents!

2. Government Subsidies up to 200-300 Thousand RMB

Government subsidies up to 200-300 thousand RMB, with even more favorable policies in different districts! Credit policies targeting high-tech enterprises make it easier to apply for low-interest technology loans. Projects like innovation funds have priority approval, and high-tech enterprises are often a primary condition for applying for various types of government special funds, with the possibility of receiving subsidies of 2 million or 3 million RMB after application.

3. A Preferential Tax Rate of 15%

Recognized high-tech enterprises are subject to a preferential tax rate of 15% (down from 25% before recognition), with new policies allowing for up to an 80% tax deduction.

4. Products are given priority in the government procurement system

Products of high-tech enterprises are given priority in the government procurement system, with benefits such as accelerated depreciation of fixed assets, favorable impacts on financial statements, and priority support for listings on the GEM and NEEQ.

Part 3 Green Channel for Permanent Residency Application

Foreign nationals who are core members of the R&D team (Director level and above) or mid-to-senior management personnel (Department General Manager and above) of high-tech enterprises in Shanghai, having worked for at least 4 years, resided in China for a total of no less than 3 years within those 4 years, with a good tax record, adherence to Chinese laws, in good health, and with no criminal record, can apply for permanent residency. When submitting materials, it is important to ensure that the applicant’s employer is a recognized high-tech enterprise, including the submission of 4 years of high-tech enterprise certificates.

Such applications do not need to meet the high salary and personal tax requirements typically required for foreign employees in other companies, marking a “green channel” for permanent residency applications.
