New Policy: Who Can Cross the Border Without Document Checks?

According to the announcement, Mainland residents aged 14 or older holding valid Exit-Entry Permits for traveling to and from Hong Kong/Macau, along with multiple-entry visas for purposes such as residence, family visits, business, talent exchange, or other specified reasons, are eligible for the “no document presentation” lanes.

Additionally, Hong Kong and Macau residents holding valid Travel Permits (including non-Chinese nationals) can also opt-in. Participants must agree to facial recognition and fingerprint verification at the checkpoint.

Travelers who prefer conventional methods or do not meet the criteria must use regular inspection channels with their physical travel documents. The “no document presentation” option is not yet available for holders of official or diplomatic passports.

While the pilot program introduces convenience, authorities remind all travelers to carry their valid travel documents as they may be required for entry verification in Hong Kong/Macau or for other administrative purposes in Mainland. Travelers encountering issues can seek assistance via the 12367 hotline.

A representative from the National Immigration Administration emphasized that the transition to “face scan” over “document scan” at border checks is a technological upgrade to simplify the clearance process and improve the travel experience. The innovation is expected to facilitate smoother exchanges between Mainland and Hong Kong/Macau, fostering closer integration of the regions into the broader national development framework.
