New China Visa Policies Updated in June 2025

Permanent Residency Policy Updates

1. Shanghai – PR Policy for Overseas Chinese in Zhangjiang
Overseas Chinese working in the Zhangjiang area of Shanghai Pudong now face the same PR application criteria as other foreign nationals.The Zhangjiang area no longer provides a PR recommendation letter based solely on four years of local employment for overseas Chinese.

2. Shanghai – Additional Requirement for Spousal Reunion PR
Applicants for permanent residence through spousal reunion in Shanghai must now submit a copy of the first page of the passport used for their initial entry into China.

3. France Apostille Certification Goes Digital
French apostille documents are now available exclusively in electronic form. These e-versions are officially accepted for Chinese work permit and permanent residence applications.

Work Visa Policy Updates

4. Nanjing – Work Visa Role Changes Now Require Complete ReapplicationApplicants in Nanjing who are switching to a significantly different job role (e.g., from language teacher to company manager) must resubmit all documents, including a new national criminal record and medical exam.

For the 60-point system, relevant work experience must align with the new position.

5. Shenzhen – Fast-Track Work Visa for STEM Graduates
Recent STEM undergraduates from “Double First-Class” Chinese universities (majors such as engineering, mathematics, computer science) can now apply for a work visa in Shenzhen without any GPA requirement.
6. Dalian – Extra Points for Local Employers
Foreign nationals applying through employers based in Dalian can receive an additional 10 points under the 60-point work permit system due to Dalian’s status as a special region.

Other Policy Updates

7. Henan – Spousal PR Holders Can Retain Status After Divorce and Remarriage
Foreign nationals holding a spousal residence permit in Henan can retain their current permit if they divorce and remarry a local spouse within its validity.A new permit is not required—only updated marital proof during renewal.

8. Beijing – TE Letter Applications Require Majority Local Itinerary
When applying for a TE Letter in Beijing, applicants must demonstrate that over 50% of their travel itinerary is based within the city.
