New China Visa Policies Updated in January 2026

Permanent Residency (PR) Related

1. Shanghai – Extended Processing Time

The issuance period for PR after submission in Shanghai may now extend to 9–12 months.

Applicants are advised to plan their timelines accordingly.

2. Shanghai – Document Requirements for Chinese Applicants in Shanghai

Ethnic Chinese applicants applying for PR in Shanghai must submit all previous Chinese private passports.

This includes passports issued by Chinese consulates abroad.

If originals are unavailable, a photo of the passport’s front page must at least be provided.

3. Xiamen – Employment-Based PR Standards in Xiamen

Xiamen maintains stricter criteria for employment-based PR applications, requiring the following:

  • Annual income ≥ RMB 900,000
  • Individual income tax paid at 20% rate
  • No record of overdue compliance issues

4.  Shanghai – Age Flexibility for Investment Visas

Individuals above the legal working age can still apply for an investment-type work visa in Shanghai if:

  • They establish a company under their own name
  • The visa is applied under the investment category

Age restrictions are not applied in such cases.

5. Shanghai – Foreign Legal Representative Resignation & Company Deregistration

If a foreign legal representative plans to resign and deregister a company, and their work permit involves a “salary commitment”:

It is crucial to screenshot the company’s tax filing records before the corporate tax account is deregistered.

This ensures the smooth cancellation of the work permit.

6. Beijing – Passport Renewal & Data Synchronization

If your passport number changes due to renewal:

Update your new information promptly with:

  • Foreign Expert Bureau
  • Human Resources and Social Security Bureau

Visa transfer must be completed within 10 calendar days of receiving the new passport.

7. Hangzhou – Hiring Foreign Employees in the Food & Beverage Industry

Restaurants hiring foreign staff must submit a business operation report detailing:

  • Restaurant location, size, customer traffic
  • Operational performance

Job description plans must include:

  • Current staffing structure
  • Future recruitment plans

It is recommended that such restaurants employ a reasonable ratio of local staff.

8. Hangzhou – Suspension of Category C Work Permits

Hangzhou is currently not accepting applications for Category C work permits.

9. Hangzhou – Online Processing of Category A Work Permits

In Hangzhou’s Gongshu District, Category work permits can be fully processed online.

No in-person verification is required at the Foreign Expert Bureau.

10. Hangzhou – Intra-City Work Permit Transfers Within 30 Days

For intra-city transfers within 30 days of resignation, when applying for the new work permit notification letter:

  • No need to provide a criminal background check or medical exam report

Still required to provide:

  • Academic qualification documents
  • Proof of over 2 years’ work experience
