Part 1 Permanent Residency (PR) Related
For foreign nationals who were previously stateless, applying for permanent residency in China now requires a certificate of identity issued by their current country of nationality, dated prior to their first entry into China.
As of now, the cities of Guangzhou and Foshan have not opened application channels for foreign PhD holders to apply for permanent residency. Currently, only 📍Shanghai, 📍Beijing, and 📍Shenzhen offer this pathway.
In 📍Shanghai, postdoctoral researchers are eligible to apply for permanent residency. This also includes those currently holding postdoctoral positions at higher education institutions in Shanghai, who may apply under the foreign PhD holder category.
Foreign professors holding an associate professor title or above at higher education institutions in 📍Shanghai may apply for permanent residency via institutional recommendation letters.This application method exempts the requirement of a no-criminal record certificate from their home country.
Part 2 Work Permit Related
For those applying for a work permit through the overseas route, once the overseas work permit notification is issued, the applicant must enter China with a Z visa to complete the follow-up procedures.Other visa types or visa-free entry are not acceptable for completing the work permit and work visa procedures.

For registration with the 📍Ningbo Foreign Experts Bureau, it is now mandatory to provide the social insurance certificate of the handler and a fixed-line phone number of the employing company.
When applying for a change in the work visa (Z visa) in 📍Ningbo due to job position changes, alloriginal supporting documents must be resubmitted.This includes the no-criminal record certificate, bachelor’s degree certificate, and proof of work experience.
In 📍Xuzhou, if the foreign applicant’s submitted work experience was acquired after 18 years old and before obtaining a bachelor’s degree, that experience will not be recognized as valid by the Xuzhou Foreign Experts Bureau.
In 📍Shanwei, there is currently no work visa application route based on a monthly salary four times the city’s average wage.However, applicants can pursue the A-category route through a monthly salary six times the city average (RMB 48,673/month) or via the 60-point scoring system.
