New China Visa Policies Updated in October 2024

1. Shanghai – New Regulations for Adding Invoice Issuers in Putuo District

According to the latest tax management regulations issued by Putuo District in Shanghai, when companies need to add an invoice issuer in the system during the handling of invoice issuance matters, they will no longer have the option to directly perform this operation at the service hall.To ensure compliance with tax procedures and strengthen internal oversight of invoice management, the task must be executed by the company’s Chinese legal representative or a financial officer with the appropriate authority. 

This measure is designed to enhance the rigor of tax management, prevent the misuse of authority that could lead to tax risks, and ensure that every invoice issuance activity is handled by a responsible person in accordance with relevant laws and regulations. Furthermore, it facilitates the tracking and monitoring of the company’s financial activities, thereby protecting the company’s economic interests and market reputation.

2. Wuhan – Increased Attention to Detail in Foreign Expert Bureau Account Setup

According to recent regulations in Wuhan, Hubei Province, companies involved in sectors requiring specific industry licenses must now select the “Industry License” option during the online registration process with the Foreign Expert Bureau. Companies must also provide accurate license expiration dates.If a company is not involved in such sectors, it should contact the Market Supervision Department to remove any unnecessary business scope from its business license, and upload the updated copy to ensure compliance.

3. Kunming – Closure of the “Kunming Immigration” WeChat Public Account

To improve the management of government social media, the “Kunming Immigration” WeChat public account ceased updates and initiated a shutdown process on September 30.For the latest information on immigration policies in Kunming, you can follow “National Immigration Administration.” Additionally, services such as appointment scheduling, status tracking, and immigration office information can be accessed via the “Immigration 12367 (移民局12367)” app, the “National Immigration Administration Service Platform” website, or the “Immigration 12367 (移民局12367)” mini-program on WeChat or Alipay. 4. Expansion of Visa-Free Entry to Four Countries

In a move to further facilitate international exchanges, China has announced the trial implementation of a visa-free policy for ordinary passport holders from Portugal, Greece, Cyprus, and Slovenia. From October 15, 2024, to December 31, 2025, individuals from these nations traveling to China for business, tourism, family visits, or transit, for stays of no more than 15 days, will be exempt from visa requirements.Those who do not meet the visa-free conditions must still obtain a visa before entering China.
